Speaking at the Inland Community and District Council (IDCC), Mr Shoote said the planning application, by Oberlanders Architects, for the Class B listed conversion of Caerlee Mill is expected to be a ‘delegate’ decision for approval in mid-February.
Mr Shute said: “The builders have been on site to start the clean-up and hope to carry out advanced work in early summer.
Construction is scheduled to begin in the fall and completion is expected by December 2024.
“There will be an industrial, urban feel to the building, with ductwork throughout and a black painted steel floor.”
Mr Shoote added that Edinburgh Napier University is expected to have an engineering school at the centre, and there will be laboratory space, a café and office space.
